The mechanism of such phenomena is described and analysed. The difference between typical outbursts and transient phenomena is dłstinguished. The applicability of traditional methods of the prognosis and the prevention is discussed. Ways of distressing and avo1ding these events according to the theory and experience are presented. 9SK
