Introduction Since the reunification of Germany in 1990 the most important task for our country is the build-up in the five new federal states in the east of Germany (chart 1). The induslrial structure here had to be more or less completely changed from a state economy based on so called "collective ownership" and a planned economy to a free market-system based on private ownership and a social-market economy (chart 2). For this change the governmental posessions of the G.D.R. where transfered to a holding, the Treuhandanstalt. By this step the largest holding company in the world was created. It once owned over 12,000 companies (chart 3). In difference to other companies THA's task is not lo grow but to sell all its interests and put itself out of business as ąuick as possible (chart 4). Additionally because of the change of the economic sytem modern management knowledge was needed in the companies owned. The only solution to both tasks was to find investors which are able to work out a conception for bringing the company to a production on western standards and which provide a sufficient financial background to realize that conception. (chart 5). A huge amount of companies can only be sold after a extensive reconstruction, what means discharging a large number of empoyees and workers and costs cnormous ammounts of money. And finally if there is no way for priva(isation shut down has to be realized in a smooth way for the employees. "Privatization" does not mean the optimization of the proceeds. In the foreground of interest the THA puts the number of employees which will remain at their jobs. The result of this policy is that sińce 1990 up to now over 10,000 companies have been sold (about 25 per day: chart 6) and the investors guaranteed investment of 151 Sekcja I 11
